Generic responsibilities

The responsibilities depend to some degree on the existing organizational chart of the Country Office and the size and complexity of the operations. If these responsibilities are not reflecting the reality of the field operations, the COs can adapt the content as long as the structure and style are the same. Details shall be incorporated in the Work and Professional Development Plan and not be included in the JD.

  1. Monitor and report on the project activities and ensure compliance with plans and NRC standards
  2. Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist.
  3. Suggest new methods and approaches to improve the quality of the activities
  4. Ensure proper filing of documents, both hard and soft copies.
  5. Carry out data collection as required
  6. Prepare and file relevant documents according to procedures

Specific responsibilities

  • Being based in Dabat, NRC Office, responsible for all Livelihoods and Food Security interventions of NRC in the Amhara area.
  • Provide technical advice and training on income-generating activities and other livelihood-related fields to refugees, IDPs Returnees, and Hosting Communities.
  • Liaise with the woreda level offices and other partners implementing related projects at the field level to ensure cohesion, synergy and complementarity of the activities of the Project with other interventions.
  • Help empower the IDPs, Returnees, and hosting communities to enable them to manage their issues by themselves and be able to sustain Livelihoods and Food Security projects.
  • Ensure equal participation by all segments of the IDPs, Returnees, and hosting communities, taking into consideration issues regarding gender, age, disability and clan affiliation.
  • Regularly monitor and evaluate Food Security and Livelihoods projects performance and provide timely inputs, feedback and impact of the NRC Livelihoods and Food Security interventions.
  • Play an important role in the realization of project outputs and outcomes through the timely implementation of activities in a well-planned, organized and coordinated manner.
  • Ensure that NRC’s objectives are disseminated and raise awareness of NRC's approach, ensuring all implementation follows NRC policies and procedures
  • Actively participating in beneficiary selection, validation, registration and in distribution (in-kind and cash), prepared and sent an organized report to the Livelihoods and Food Security Project coordinator.
  • Regularly monitor and evaluate Livelihoods and Food Security Projects performance and provide timely inputs, feedback and impact of the NRC Livelihood and Food Security interventions;

Program Management

  • In consultation and under the direct supervision of the Livelihoods and Food Security Project coordinator, responsible for input contributions for preparing and implementing of annual and quarterly work plans.
  • Report Livelihoods and Food Security projects monitoring details back to the Livelihoods and Food Security Project coordinator.
  • Regular monthly, quarterly and annual reporting to as per the agreed format to the Food Security and Livelihoods Project coordinator.
  • Conducting relevant training to refugees, IDPs, returnees, and hosting communities on the subject of community mobilization, Livelihoods and Food Security.

Representation and Coordination

  • Ensure that NRC maintains excellent and productive relations with all key stakeholders, especially beneficiaries, local authorities, partners and donors.
  • Represent NRC at relevant meetings at kebele, IDPs and woreda level with respect to Livelihoods and Food Security projects in the absence of the respective Food Security and Livelihoods Project coordinator.
  • With the support of the respective Livelihoods and Food Security Project coordinator, conduct regular stakeholder analyses to ensure that NRC Livelihoods and Food Security projects have a good understanding of dynamics/ relationships.

Financial Accountability

  • Raising of PR’s through “AGRESSO”,
  • Responsible for ensuring Financial Accountability of Livelihoods and Food Security projects at the duty station, including tasks such as: -
  • Playing an active role in managing the Livelihoods and Food Security projects' financial management, documentation, payments to laborers, goods and services as per NRC Financial Rule.
  • Ensuring that all financial systems are followed and that financial reports submitted to the NRC Field Office Finance team are accurate.
  • Ensuring the finance and program teams have a productive engagement
  • Any other duties as requested by the Livelihoods and Food Security Project Coordinator and area manager.

Reporting Arrangements

  • Regular action points agreed upon during the joint Livelihoods and Food Security projects team meeting to Food Security and Livelihoods Project coordinator.
  • Daily discussions with the Livelihoods and Food Security Project coordinator on the ongoing activities of the Food Security and Livelihoods projects.
  • Generic and untimely report updates as requested to compile by the Food Security and Livelihoods Project Coordinator and Area Manager as well.
  • Monthly and Quarterly work plans.
  • Collate bi-weekly, monthly and quarterly reports from daily workers and send the reports to the Livelihoods and Food Security Project coordinator.
  • Ensure that plans are entered into the standardized format and are updated on a monthly basis.

Qualifications

Generic professional competencies

  • BSc degree in Agricultural Economics, Rural Development and other Agricultural-related fields
  • 3 years of experience working as a Project officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge of English
