Job Summary:
The Programme Support Manager (MEAL) is responsible for leading and strengthening Monitoring, Evaluation, Accountability, and Learning (MEAL) systems across programmes and projects. The role supports strategic programme implementation, performance monitoring, knowledge management, financial oversight, and cross-team learning to ensure effective delivery of development and humanitarian interventions.
Key Responsibilities:
- Develop and manage effective MEAL systems and frameworks.
- Monitor project progress and support cross-team learning initiatives.
- Support strategic planning, programme evaluation, and reporting activities.
- Ensure quality data collection, analysis, and reporting for programme improvement.
- Support financial analysis, budget monitoring, and resource management.
- Promote governance, gender equality, and human rights programming approaches.
- Provide technical support for programme implementation in humanitarian and development contexts.
- Coordinate knowledge management and learning activities across programmes.
- Prepare programme performance reports and recommendations for management.
- Support compliance with donor and organizational requirements.
- Collaborate with internal teams and external stakeholders to strengthen programme effectiveness.
Educational Qualification:
- Post-graduate qualification in Development Studies, Programme Management, or related fields.
- Specific qualifications in MEAL or Knowledge Management are desirable.
Work Experience:
- Minimum of 7 years of relevant programme management or programme support experience.
- Minimum of 5 years of middle management experience within development or humanitarian organizations.
- Demonstrated experience in developing and managing MEAL systems.
- Experience in monitoring project progress and facilitating cross-team learning.
- Experience in strategic planning and evaluation systems.
- Experience in financial analysis and budget management.
- Experience in governance, gender equality, and human rights programming.
- Experience in programme implementation within humanitarian or development contexts.
Required Knowledge and Competencies:
- Strong understanding of the political economy of Ethiopia.
- Good understanding of the socio-cultural environment in Addis Ababa.
- Knowledge of Horn of Africa governance and development issues.
- Experience in priority sectors such as private sector development, climate resilience, gender, and governance.
- Excellent communication, teamwork, and interpersonal skills.
- Strong organizational and leadership abilities.
- Proficiency in MS Word, Excel, Outlook, and PowerPoint.
- Knowledge of additional IT and data management applications is advantageous.
- Ability and willingness to travel frequently, including remote areas.
- Fluency in English is mandatory.
- Familiarity with effective aid delivery principles and practices is desirable.
- Ability to work independently and manage multiple priorities effectively.
Salary and Benefits:
- Base salary for Grade 1: €2681.13 per month paid in local currency.
Working Hours:
- Monday – Thursday: 8:00 AM – 5:00 PM.
- Friday: 8:00 AM – 2:00 PM.
Leave Entitlement:
- 20 working days annual leave per year.
Contract Details:
- 2-year contract period.
- 60 working days probation period.
- Applicants must have legal authorization to live and work in Ethiopia before recruitment.
