Job Description

We are excited to invite a dedicated and skilled Security Officer to join Safaricom Telecommunications Ethiopia PLC. This role is essential in managing security operations and supporting external relations, including government coordination, CSR activities, media support, and community engagement. The officer will help ensure compliance with regulatory standards while contributing to the company’s commercial goals and Ethiopia’s digital development.

Responsibilities

Role purpose: Responsible for the management and delivery of round-the-clock physical and personnel security operational requirements within the assigned region. This position demands a strategic approach to security management and supports external relations to safeguard and promote the company's interests through effective communication, risk mitigation, and adherence to regulatory standards. The role involves overseeing public affairs, encompassing regional government relations, CSR initiatives, management of regional media relations, coordination of regional activities, community engagement, support for ESG implementation, liaison with regional administration including law enforcement agencies. The primary objective is to support the company in achieving its commercial strategy while proactively managing security and operational risks, thereby contributing to Ethiopia's digital transformation goals

Key accountabilities and decision ownership:

  • Oversee physical and personnel security for Safaricom Ethiopia’s facilities and regional staff.
  • Design, implement, and manage access control, perimeter security, and surveillance systems.
  • Investigate and resolve issues impacting company assets, facilities, staff, and documents.
  • Collaborate with Health & Safety Manager on health and security investigations.
  • Coordinate bi-annual awareness briefings for staffs and properly manage contracted Security guarding vendors in the region.
  • Implement the Public Affairs strategy to advance Safaricom Ethiopia’s Policy Priorities, CSR, and ESG initiatives in the region.
  • Cultivate and sustain relationships with communities, regional authorities, media agencies, and law enforcement to support operational objectives.
  • Support Business Units i.e Technology Commercial, EBU etc. in achieving regional business KPIs.
  • Foster productive relationships with local government offices to mitigate operational challenges.
  • Provide External Affairs perspective and detailed reports on overall business updates on asset protection, network rollout and commercial activities.
  • Maintain a comprehensive stakeholder engagement map.
  • Execute CSR initiatives, manage grievances, and support ESG implementation within communities.

  • Successful intervention with government officials at regional levels to ensure Safaricom Ethiopia receives relevant support on operational and commercial activity.
  • Identification and implementation of CSR activities in the region.
  • Managing ESG implementation in the region.
  • Building regional media relations to build reputation.
  • Regular registration and reporting of grievances happening in the region and finding amicable solutions in collaboration with the regional team.
  • Enable and support Technology function to meet network rollout plan.
  • Support Commercial function to meet revenue objectives.
  • Enable Sales and Distribution team to acquire customers.
  • Bulit strong relationship with law enforcement agencies to secure operational activities safety in the region.
  • Liaise with law enforcement agencies to sensitize company regional staff on general security trends and personal/residential security awareness.
  • Develop and distribute advisories to inform staff about potential threats and necessary precautions.
  • Bi-annual security awareness briefs to staff
  • Ensure 100% compliance to security policies, procedures and regulations within the region.
  • Ensure 100% compliance to SLAs by contracted companies
  • Submission of budgets & forecasts within stipulated timeframes
  • Timely and accurate monthly reporting
  • Ensure 100% compliance to agreed SLAs as per existing contracts and report on deficient performance by contracted staff

Qualifications

Must have technical / professional qualifications:

  • Bachelor's degree in police science, Political Science, Security management, Law, Economics, Communication or any similar discipline ·
  • At least 4 years of experience in similar/ related role in government, none- government or corporate entity
  • Good relationships with stakeholders in the region including law enforcement agencies
  • Professional usage of the region’s working language
  • Must know the socioeconomic and political situation of the region and preferably work in the region.
  • Experience in community engagement in the Somali region
