BACKGROUND:
The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia’s agriculture sector, which is a key contributor to the country’s GDP, exports, and workforce. The ATI’s work is centered on improving the livelihoods of smallholder farmers (SHFs) across the country for improved income, inclusiveness, resilience, and sustainability.
The ATI works to transform the agriculture sector in Ethiopia by conducting policy and analytical studies, providing technical implementation support and capacity building, coordinating platforms to better integrate partners and projects, and designing and directly leading several innovative/pilot interventions. The Institute joins forces with various stakeholders, including policymakers, researchers, farmers, and development partners, to support the implementation of agricultural development programs and initiatives. In addition, the ATI collaborates with national and international partners to facilitate knowledge exchange and learning opportunities. POSITION SUMMARY:
The Senior Project Officer II: Gender, Youth, and Social Inclusiveness and Safeguarding at the headquarters will be responsible for managing and leading problem-solving initiatives on gender inclusion and providing technical support to non-social program and project team members to ensure the team aligns their day-to-day activities in a gender, social, and youth-sensitive and responsive manner.
She/he will report directly to the Women and Social Affairs Director. She/he will closely work with all head office and regional Gender, Youth, and Safeguarding specialists of ATI, ACC II program teams, and project leaders and experts. Besides, she/he will closely work primarily with MoA, the Women and Social Affairs office, the Regional Bureaus of Agriculture, the Bureau of Labor and Skills, and partners implementing partners at the federal and regional levels based on the direction given by the Women and Social Affairs Director.
DUTIES AND RESPONSIBILITIES:
- Provide technical support to youth and social inclusiveness staff and other programs’ and projects’ team members and ensure the team aligns their day-to-day activities in a gender and youth-sensitive and responsive manner and by handling the safeguarding issues within the institutions as well as in the workplace.
- Ensure the project’s compliance with environmental and social safeguarding standards, including prevention of sexual exploitation and Gender-Based Violence (GBV), sexual harassment (SH).
- Provide day-to-day administration routines and coordination support to the Women and Social Affairs team and to ACC II programs and projects to effectively mainstream gender across projects.
- Liaise and coordinate with relevant stakeholders, including the Government, NGOs, CSOs, Private Sector, and Development Partners working with women, youth, and other marginalized social groups including people living with disabilities, IDPs, refugees, and elderly people to obtain critical inputs, including institutional collaboration and expert experience, advice, and information on youth inclusiveness.
- Organize, establish, and mobilize gender and youth associations or groups as production, business marketing, and service provider groups.
- Ensure gender, youth, and social inclusiveness in the program and project and engage women, youth, particularly young females, in the program and project implementation per the program and project objectives.
- Oversee the physical performance and budget utilization related to gender, youth, and social inclusiveness activities.
- Mobilize and work with formal and informal women and youth associations and groups, and people with disabilities associations.
- Coordinate women, youth, and other social safety work in the institute across regional programs, and align with the regional technical teams’ daily activities, including participating in project planning to ensure safeguarding is integrated.
- Coordinate gender and youth initiatives from HQ and align them with regional initiatives by working closely with the Women and Social Affairs teams at HQ and in the regions, in line with national child protection, GBV, and safe workplace standards.
- Lead the preparation of gender, youth, and social analysis/assessment as required and gender, Youth, and Social Inclusion Action Plan (GESIP), including conducting safeguarding risk assessments and recommending mitigation measures.
- Ensure the design and implementation of strategies and approaches that ensure the inclusion of male and female youth, elderly people, people with disabilities, and other marginalized groups.
- Identify technologies and commodities suitable for female and male youth, and other social groups and facilitate the gender and youth inclusive interventions.
- Design and implement gender and youth-sensitive and responsive interventions to ensure and enhance youth, young females, and people with disabilities engagement in and benefits from the programs and projects.
- Identify the women’s and youth entry points in the Crop Commercialization Program, Digital Agriculture, Rural Financing, livestock, natural resources, and climate in the region and align and closely work with projects such as AOSS, FPACs, Agri-business, MSCs, etc.
- Develop a simple regional GESI monitoring checklist and support project staff in developing age and sex-disaggregated data collection sheets and data management tools.
- Support in developing and providing tools for an integrated monitoring and evaluation plan incorporating indicators, stakeholder engagement plan, and YAP and effective implementation of the GESI.
- Support the project team and ensure that the data and information on project achievements are collected, analyzed, and reported in a sex and age-disaggregated manner.
- Ensure that females and youth benefit from the project interventions and work in a safe environment.
- Assess and identify training needs and conduct tailor-made training on women, youth issues to staff and other marginalized social groups to ensure inclusion and women beneficiaries.
- Facilitate workshops and dialogue proposed by the Women and Social Affairs Director and other ATI teams.
- Assist the project team and the regional gender, youth, and safeguarding experts in organizing youth and specific training programs.
- Prepare regular reports of the gender and youth-related work (Quarterly, Semi-Annual, and Annual) and provide feedback to the project, stakeholders, and Women and Social Affairs based on the project progress report.
- Participate in regular meetings and other missions and make technical visits for gender and youth-related issues.
- Work closely with the other projects within the institute in ensuring the projects’ compliance and safeguarding issues with women, youth inclusion, and other relevant marginalized group policies to advance the youth and gender agenda.
- Undertake any other related works assigned by her/his immediate supervisor and others.
Required Qualification, Competencies, and Experience:
- Education: Masters in Gender Study, Sociology, Social Work, Social Anthropology, and related fields.
- Experience: At least 8 years of professional experience.

- Knowledge of women’s and youth empowerment and gender equality.
- Knowledge of Safeguarding: ensuring the project's compliance with environmental and social safeguarding standards, including experience in sexual harassment (SH), gender-based violence (GBV), labor standards, and community health and safety.
- Communication and networking skills: Strong communication and interpersonal skills, ability to foster networks and partnerships with partners and stakeholders working with youth and women, and internal program teams.

- Strong communication skills (writing, speaking, composing, presenting, etc.).
- Proficiency in oral and written English and Amharic.
- Computer literacy.
