Job Summary
The Procurement Director manages annual procurement blueprints, standard operating procedures (SOPs), tender packages, supplier performance metrics, inventory turnover rates, procurement cost ledgers, and digital e-procurement dashboards. Core responsibilities include shaping strategic sourcing frameworks; coordinating with the Project Management Office; directing competitive biddings; auditing vendor relations; and building automated ERP procurement networks.
Key Roles & Operational Responsibilities
1. Strategic Sourcing & Project Alignment
- Develop and implement long-term procurement strategies that align with the company's financial and development targets.
- Formulate annual procurement plans mapped to approved budgets and active construction timelines.
- Oversee and standardize procurement manuals, compliance metrics, and SOPs.
- Partner with the Engineering, Project Management Office (PMO), Finance, and Warehouse teams to maintain an uninterrupted supply of building assets on site.
2. Tender Architecture, Supplier Audit & Contract Management
- Oversee the creation of technical tender documents and build solid methodologies for bid evaluations.
- Direct competitive bidding workflows, review technical/financial metrics, and award contracts with complete transparency.
- Establish prequalification criteria for vendors, manage the corporate supplier database, and perform performance audits.
- Negotiate high-volume supply agreements, review commercial contracts, manage amendments, and handle contractual claims.
3. Inventory Optimization, Fiscal Control & Risk Mitigation
- Coordinate with the Warehouse department to maintain ideal stock levels, optimize inventory turnover, and minimize obsolete stock.
- Participate in corporate budgeting, analyze unit economics, and negotiate cost savings to maximize value for money.
- Enforce strict anti-fraud controls, maintain segregation of duties, conduct risk assessments, and keep the department audit-ready.
4. Digital Transformation & Enterprise Leadership
- Lead the deployment and adoption of advanced digital procurement systems, including ERP Procurement Modules, E-Procurement networks, Vendor Portals, and Electronic Tendering modules.
- Lead, coach, and evaluate staff within the Procurement Department to build strong technical and operational competencies.
Foundational Capabilities & Prerequisites
Required Technical Profile & Academic Track
- Academic Foundation: A Master's or Bachelor's degree in Supply Chain Management, Procurement Management, Logistics Management, Purchasing Management, Business Administration, Management, Economics, or Accounting & Finance.
- Professional Longevity & Senior Experience Tracks:
- With a Master's Degree: Minimum of ten (10) years of relevant experience, with at least four (4) years served in a senior managerial capacity.
- With a Bachelor's Degree: Minimum of twelve (12) years of relevant experience, with at least six (6) years served in a senior managerial capacity.
- Industrial Domain: Prior experience operating within large real estate, civil construction, heavy infrastructure, or manufacturing organizations is preferred.
