The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia’s agriculture sector, which is a key contributor to the country’s GDP, exports, and workforce. The ATI’s work is centered on improving the livelihoods of smallholder farmers (SHFs) across the country for improved income, inclusiveness, resilience, and sustainability.
The ATI works to transform the agriculture sector in Ethiopia by conducting policy and analytical studies, providing technical implementation support and capacity building, coordinating platforms to better integrate partners and projects, and designing and directly leading several innovative/pilot interventions. The Institute joins forces with various stakeholders, including policymakers, researchers, farmers, and development partners, to support the implementation of agricultural development programs and initiatives. In addition, the ATI collaborates with national and international partners to facilitate knowledge exchange and learning opportunities. The Institute plays a crucial role in generating and disseminating information to support evidence-based decision-making in Ethiopia’s agricultural sector.

Position Summary
The Technical Advisor: Executive of Finance - Food Systems will be responsible for ensuring that the finance and financial administration functions are implemented efficiently and cost-effectively and provide adequate support to the CEO and Senior Directors. He/she is responsible for monitoring the development and utilization of budgets and preparing financial reports as per organizational reporting timelines and partner requirements. The Director ensures legal and regulatory compliance for all accounting and financial-related functions. The role also oversees cost and general accounting, accounts receivable/collection, payroll, and risk management.
Outcome 1: Financial Planning and Budget Monitoring (20%)
- Collaborate with Senior Directors and budget holders in planning processes
- Lead preparation of operational, supplemental, midyear, and government budgets
- Oversee monitoring of payment requests, purchase requisitions, and new hire proposals to ensure budget availability
Outcome 2: Treasury, Disbursement and Data Management (35%)
- Oversee timely fund transfer requests from government and development partners to ensure liquidity
- Ensure robust data management and accurate ERP records
- Oversee reconciliations of bank balances, receivables/payables verification, and fund accounting accuracy
- Monitor foreign exchange gain updates and financial system accuracy
- Ensure timely processing of salaries, procurements, per diems, and other payments
- Ensure all financial documents are complete, stamped, paid, and securely archived
Outcome 3: Internal Control and Compliance (20%)
- Update Financial Procedure Manual as necessary
- Coordinate preparation of annual financial statements for statutory audit
- Support internal and external audits and ensure timely assistance from finance team
- Coordinate responses and corrective actions following audit findings
- Provide training on financial reporting, donor requirements, and compliance obligations
Outcome 4: Financial Reporting (25%)
- Lead preparation and submission of financial reports to donors, government, and parliament
- Collaborate on budget monitoring (BVA) reports with senior finance staff
- Ensure timely and accurate cash balance and cash forecast reporting for senior management
About You
Required Qualification, Competencies and Experience
- Master’s or PhD Degree in Accounting, Financial Management, Accounting and Finance, or related fields
- Minimum 12 years of experience for Master’s holders and 6 years for PhD holders
- At least 6 years of leadership and managerial experience
Working Conditions Requirements
- Office-based role with stakeholder coordination responsibilities
- Occasional travel to banks, Ministry of Finance, field sites, and regional offices

Technical Competencies
- Strong knowledge of financial management and accounting
- Familiarity with Ministry of Finance directives and donor-funded projects
- Excellent knowledge of accounting software systems
- Strong computer skills including ERP systems such as Agresso and IFMIS
Other Requirements
- Accounting certification is an advantage
- Excellent written and oral communication skills in English and Amharic
