THE OPPORTUNITY
The Cluster Finance Manager – Ethiopia, Eritrea & Rwanda provides strategic financial and governance across the cluster, ensuring resources are stewarded with integrity, transparency, and impact. Reporting to the Cluster Director and working in close partnership with the Global Finance Leadership Team, the Cluster Finance Manager provides vision, oversight, and partnering with finance teams across Ethiopia, Eritrea & Rwanda, ensuring compliance with local regulatory and statutory requirements while strengthening financial capacity to support long-term sustainability and organizational excellence.
Role Overview
The role serves as the primary point of guidance for Enabling Services, bringing financial insight into:
- Strategic planning
- Program design
- Grant development
KEY RESPONSIBILITIES
- Organize and oversee the effective stewardship of resources and systems for the cluster, ensuring compliance with local legal/statutory requirements and global frameworks.
- Represent the cluster in the Global Finance Leadership Team (GFLT), providing insights into financial challenges and guidance for Enabling Services.
- Lead the annual budget development processes, ensuring compliance of program expenditures with approved budgets.
- Oversee the financial design and implementation of grant applications and budgets, ensuring transparent reporting of financial risks.
- Assist in identifying key financial skills and co-design structured solutions to strengthen staff capabilities.
- Work collaboratively with partners to assess and provide feedback on internal controls and financial systems.
- Provide strategic oversight across country office finance functions, ensuring alignment with cluster priorities.
- Offer high-level guidance and support to country finance colleagues, fostering collaboration and talent development.
- Facilitate engagement with reputable audit firms to promote sound financial management and address audit findings.
- Perform other tasks as assigned by the Cluster Director or Finance Director.
WHAT YOU’LL NEED TO SUCCEED
- Master’s degree in finance, accounting, or a related field; Chartered Accountant or Certified Practicing Accountant/ACCA preferable.
- 10+ years of experience in financial management, including 5+ years in grants administration with international donor programs.
- Proven leadership and capacity in negotiation and conflict management.
- Experience in project management development and implementation.
- Background in program development, budget development, and monitoring.
- Extensive knowledge of institutional donor requirements and contracts.
- Strong leadership, mentoring, management, planning, analytical, and organizational skills.
- In-depth knowledge of project/program management.
