Key Areas of Accountability
Strategic MEAL Leadership
- Provide strategic direction for the design and implementation of a comprehensive MEAL system.
- Integrate MEAL into all phases of the project cycle.
- Develop and oversee the implementation of MEAL frameworks and monitoring plans.
Monitoring Systems and Data Quality
- Establish robust monitoring systems to track program outputs, outcomes, and impact.
- Develop monitoring tools, data collection methodologies, and reporting systems.
- Oversee data quality assurance processes.
Evaluation and Research
- Lead the design and management of evaluations, assessments, and learning reviews.
- Ensure evaluations adhere to international standards and ethical guidelines.
- Facilitate the dissemination and use of evaluation findings.
Accountability to Affected Populations (AAP)
- Strengthen systems for meaningful community participation in program design, implementation, and evaluation.
- Establish accessible feedback and complaints mechanisms.
- Promote inclusive approaches for the participation of vulnerable groups.
Learning and Adaptive Management
- Promote a culture of learning and reflection within the program.
- Facilitate periodic learning events and workshops.
- Support the development of knowledge products and learning briefs.
Capacity Strengthening and Technical Support
- Provide technical support and mentoring to consortium partners.
- Lead training on monitoring systems, evaluation methodologies, and accountability mechanisms.
Reporting and Knowledge Management
- Ensure timely production of high-quality analytical reports and dashboards.
- Support the development of donor reports and communication materials.

Qualifications
- Master’s degree in Monitoring and Evaluation, Statistics, Public Health, or related field.
Experience and Skills
Essential
- Minimum of 8–10 years of experience in MEAL within humanitarian and development programs.
- Experience in designing and managing MEAL systems for multi-sector programs.
- Proven experience in Accountability to Affected Populations (AAP).
Desirable
- Experience working in complex humanitarian contexts.
- Familiarity with the Ethiopian humanitarian context.
- Experience using digital data collection platforms.
