Job Description
The Senior Manager, Human Resources and Operations, provides strategic and operational oversight across human resources, procurement, administration, and safety functions. The role ensures capable staffing, efficient systems, strong internal controls, and full compliance with organizational policies, donor requirements, and national regulations while contributing directly to long-term organizational sustainability.
Key Responsibilities:
Human Resource Management
- Lead and oversee HR operations including workforce planning, recruitment, onboarding, performance management, staff development, organizational design, and employee relations.
- Ensure transparent and merit-based recruitment processes aligned with organizational values and equal opportunity principles.
- Oversee performance management systems and coach managers on staff supervision and performance improvement.
- Ensure compliance with Ethiopian labor law, organizational policies, safeguarding standards, and HR best practices.
- Coordinate with the Global HR team to implement staff capacity-building and training initiatives.
- Promote a positive, inclusive workplace culture supporting employee well-being, diversity, and safeguarding.
- Manage employee relations including disciplinary cases, grievances, and conflict resolution.
- Maintain accurate, confidential, and updated HR records.
- Use HR data and metrics to support decision-making and continuous improvement.
- Coordinate payroll inputs, staff benefits, and tax deductions with Finance.
- Oversee employee separation processes and organizational learning from attrition trends.
Procurement Management
- Lead procurement activities to ensure transparent and cost-effective acquisition of goods and services.
- Collaborate with the global procurement function.
- Develop procurement plans aligned with operational and program requirements.
- Ensure procurement compliance with donor and organizational requirements.
- Oversee supplier selection, tendering, contract negotiations, and vendor management.
- Maintain and update supplier databases.
- Monitor contract implementation and manage supplier performance.
- Strengthen procurement-related internal controls and risk management.
- Support internal and external audit activities.
Safety and Security Management
- Lead implementation of safety and security policies and systems.
- Conduct risk assessments and establish mitigation and emergency response plans.
- Build staff awareness through safety and duty-of-care training.
- Ensure asset protection and compliance with reporting requirements.
Administration Management
- Oversee asset registration and property management.
- Ensure facility maintenance and management of utility service contracts.
- Supervise administrative personnel and support daily office operations.
- Maintain compliance documentation for leases, insurance, and service agreements.
- Support administrative audits.
Policy, Systems, and Compliance
- Review and update HR, procurement, and administration policies and procedures.
- Ensure consistent staff understanding and application of organizational policies.
- Maintain donor compliance across operational systems.
- Contribute to organizational planning, budgeting, and reporting.
Leadership and Coordination
- Serve as a strategic partner to the global HR team and align people strategies with organizational goals.
- Contribute to cross-functional initiatives and knowledge sharing across regions.
- Supervise, mentor, and develop HR, procurement, and administrative staff.
- Work closely with program, operations, finance, and senior leadership teams.
- Provide strategic reports and recommendations to leadership.
- Represent the organization in relevant coordination forums.
Education:
- Bachelor’s degree in Human Resource Management, Business Administration, Management, Procurement, Supply Chain Management, or a related field.
- Professional certification in HR or Procurement (e.g., CIPD, SHRM, CIPS) is a strong advantage.
Work Experience:
- Minimum of 7 years of relevant professional experience, including at least 3 years in a managerial role.
- Demonstrated experience managing Human Resources, procurement, and administration functions in an NGO (mandatory).
- Strong experience working with donor-funded projects and compliance requirements.
- Demonstrated knowledge of Ethiopian labour law, procurement regulations, and administrative best practices.

- Fluency in English and Amharic (written and spoken).
- Proficiency in HRIS, procurement software, and MS Excel.
Physical Requirements:
- Ability to work for prolonged periods at a desk and computer.
- Must be able to lift up to 15 pounds when required.
- Occasional travel to field offices within Ethiopia may be required.
- Ability to work extended hours during peak operational periods.
- Standard office-based working environment in Addis Ababa.
