The Pestalozzi Children’s Foundation (PCF) is a unique Swiss non-profit organization based in Trogen, Switzerland. We are committed to creating access to quality and equitable education for all children and young people in Switzerland and worldwide. The implementation of the UN Convention on the Rights of the Child forms the framework of our projects. The Children’s Village is a place of encounter and the heart of our foundation.

In Ethiopia, PCF works with local partner organizations to improve access to inclusive and equitable quality primary education. Collaborating with the following organizations:

  • Ethiopian Centre for Development (ECD)
  • Future of Hope Integrated Development Organization (FHIDO)
  • Jerusalem Children and Community Development Organization (JeCCDO)

Projects focus on creating safe learning environments, enhancing teaching skills, and ensuring continuity of education in emergencies.

Objective and participants

PCF provides funding to local partner organizations and aims to strengthen their staff capacities and skills to achieve program outcomes. To support this goal, PCF is commissioning a short-term consultancy on Project Cycle Management (PCM) and Results-Based Management (RBM) for:

  • Programme managers/coordinators
  • Project managers
  • Education supervisors
  • Monitoring and evaluation personnel

The assignment will be tailored to the specific needs and knowledge of PCF’s Ethiopian partner organizations and developed in close collaboration with PCF HQ and the Ethiopia Country Office. It will enable participants to refresh and improve their understanding of PCM/RBM concepts and their importance in project analysis, planning, implementation, and monitoring. Participants will be expected to apply the gained skills and knowledge in their day-to-day work.

Participants will be selected from PCF’s partner organizations in Ethiopia, which are medium- to large-sized local NGOs with an intermediate level of PCM/RBM knowledge. A total of 12–15 participants (approximately 4–5 per organization) will attend.

Tentative Agenda

The training agenda will be finalized jointly with the consultant, based on a needs assessment. It is expected to cover the following:

  • Introduction/refresher of PCM and RBM
  • Project analysis: needs assessment, problem/objective trees, stakeholder mapping, gender analysis (GAF)
  • Project planning: intervention logic, logframe and indicators, action plans
  • Project implementation: monitoring systems, results-based reporting
  • Cross-cutting: Gender Equality and Social Inclusion (GESI) integrated throughout

Note: The consulting firm/individual consultant is expected to provide the detailed content/agenda with potential sub-topics in the submitted technical offer when applying.

To determine the current knowledge and exact needs of the participants, an assessment questionnaire shall be developed and circulated by the facilitator upon provision of participants' contacts. The results will inform the detailed planning and agenda of the training.

A follow-up assignment for the participants shall be part of the training package (participants go back to their respective work and apply their learning); the exact format is to be identified and agreed with the facilitator.

Main responsibilities

  • Develop and facilitate a three-day training on PCM/RBM for programme managers, project managers, education supervisors, and M&E staff of PCF’s partner organizations.
  • Tailor the training to the specific needs and prior knowledge of participants.
  • Cover project analysis (needs assessment, problem tree, objective tree, stakeholder mapping, gender analysis), planning (intervention logic, logframe, indicators, action plans), and implementation (monitoring systems, results-based reporting).
  • Mainstream Gender Equality and Social Inclusion (GESI) throughout all training content.
  • Design and circulate a needs assessment questionnaire in advance; integrate findings into the agenda.
  • Provide a follow-up assignment for participants to apply their learning in practice.
  • Collaborate closely with PCF headquarters and the Ethiopia Country Office.

Qualifications and experience

  • Master’s degree in international development, public administration, economics, social sciences, or related field.
  • At least 5 years of proven professional experience in PCM/RBM training facilitation.
  • Extensive expertise in project management and capacity-strengthening with civil society organizations, NGOs, and international institutions.
  • Demonstrated skills in participatory, contextually relevant training methods.
  • Legally registered consultancy/consultant with valid documentation
