About the Job
Overall responsibility for the day-to-day management of DRC’s emergency programming portfolio within the geographical area of responsibility. Direct manager for relevant sector staff members.
Sector Responsibilities
Multi-sector, life-saving interventions during acute crises within the areas of:
- Cash
- Protection
- Shelter and non-food items
- Water, sanitation, and hygiene
This role has an area focus and ensures compliance with DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks.
Your Main Duties and Responsibilities
Project Delivery
- Ensure timely and high-quality delivery of DRC’s emergency response in conflict-affected areas.
- Develop and monitor detailed operational plans for all emergency project activities.
- Track and oversee emergency program expenditures to ensure compliance.
- Collaborate with sector leads for strong integration and coordination.
- Identify potential implementation challenges and proactively find solutions.
- Act as the project focal point representing DRC with stakeholders.
Representation
- Represent DRC in coordination meetings and share relevant updates.
- Coordinate relationships with local government institutions and partners.
- Ensure DRC’s principles and approaches are integrated into the response.
- Follow humanitarian principles and ensure adherence by all staff.
Monitoring and Evaluation
- Ensure transparency and accountability tools are in place.
- Ensure equal participation by all segments of the community.
- Regularly monitor project activities and provide timely feedback.
- Work with sector leads to ensure timely monitoring and evaluation mechanisms.
Staff Supervision
- Provide support and technical second-line supervision to the Area-level ERT.
- Identify staff training needs and provide necessary capacity building.
- Conduct regular field visits to support staff and monitor implementation.
- Build the capacity of local duty bearers through ongoing support.
Experience and Technical Competencies
- Minimum 3 years of experience, including 1-2 years in supervisory roles.
- Documented skills in project planning, design, and technical writing.
- Experience delivering large-scale Cash and Voucher programming.
- Experience working with local authorities and UN organizations.
- Excellent skills in MS Word, Excel, and PowerPoint.
- Advanced English proficiency; fluency in Somali is an advantage.
Education
BA/BSc degree in DRM, Social Work, Political Science, International Development, Economics, or other relevant fields.

- English (fluent)
- Somali (preferred)
