Purpose of Job

The Transport and Logistics Officer will support Africa CDC’s Supply Chain Division in ensuring the efficient and timely delivery of health commodities across Member States. Reporting to the Warehouse and Logistics Team Lead, the officer will manage transport operations, coordinate shipments during public health emergencies, and ensure compliance with AU logistics procedures. This role is critical to Africa CDC’s ability to respond swiftly to health crises and support health system resilience across the continent.

Main Functions

The officer will:

  • Develop and implement transport and logistics strategies for timely and cost-effective delivery of public health supplies.
  • Ensure smooth execution of day-to-day logistics operations, including inbound and outbound shipments.
  • Oversee management of vehicles and related logistics assets, ensuring operational readiness.
  • Ensure compliance with Africa CDC, AU, and international standards, including safety and regulatory compliance.
  • Maintain accurate records and documentation of all transport and logistics activities.

Specific Responsibilities

The officer will also:

  • Organize and monitor the movement of medical and emergency supplies across Africa CDC’s logistical corridors.
  • Coordinate international and domestic freight (air, road, sea) with logistics providers.
  • Prepare shipping instructions and ensure timely dispatch and receipt of consignments.
  • Participate in rapid deployment teams to support public health emergencies.
  • Pre-position critical logistics assets and supplies in coordination with regional warehouse hubs.
  • Facilitate customs clearance procedures for humanitarian shipments.
  • Maintain relationships with national authorities to expedite clearance.
  • Liaise with pre-qualified transport service providers and monitor their performance.
  • Provide inputs for procurement processes for transport and logistics services.
  • Coordinate the movement of supplies between central and regional warehouses.
  • Assist in stock replenishment planning and timely distribution of goods.
  • Track logistics KPIs and provide analytical insights.
  • Document lessons learned and contribute to the development of logistics SOPs.
  • Support Member States in strengthening their national logistics capacities.
  • Organize training sessions on logistics management and emergency transport procedures.
  • Complete any other related assignments as assigned by supervisors.

Academic Requirements and Relevant Experience

Candidates should have:

  • A Master’s degree in Supply Chain Management, Logistics, Business Administration, or a related field with a minimum of 2 years of relevant experience.
  • Or a Bachelor’s degree in the same fields with a minimum of 5 years of relevant experience.

Required Skills

The ideal candidate will possess:

  • Excellent verbal and written communication skills in any of the AU working languages.
  • Good people management and coordination skills.
  • Strong knowledge of freight, customs, and multi-modal transport operations.
  • Ability to manage logistics during health emergencies and rapid deployments.
  • Skilled in organizing complex logistics activities across multiple countries.
  • Clear and effective communication with internal teams, vendors, and national authorities.
  • Capacity to analyze logistics performance data and optimize delivery operations.
  • Competence in Microsoft Office and logistics/ERP systems (e.g., SAP, WMS).
  • Ability to work under pressure and manage competing priorities.
