Job Description:

Job Purpose: WASH in Fragile Place Based Initiative (PBI) Officer is responsible for leading, implementing, monitoring, and reporting on WASH interventions under the Fragile Context PBI in Goncha AP. Ensures context-sensitive, conflict-aware, and gender-responsive programming aligned with humanitarian standards, donor requirements, and World Vision policies. Strengthens coordination among local partners, government offices, and communities to ensure sustainability and resilience in WASH systems.

Key Responsibilities

  • Participate in the planning of WASH activities in collaboration with APs and Field Coordination Office; participate in annual operational planning. The planning and execution of WASH activities should be (safe water access, sanitation infrastructure, hygiene promotion) tailored to fragile contexts.
  • Ensure implementation complies with donor, WV, and government policies and standards. With especial adherence to Sphere Standards, Core Humanitarian Standards (CHS), and donor compliance.
  • Uphold Do No Harm principles and ensure safeguarding is integrated throughout programming. Monitor progress, budget utilization, and reporting; support data collection via tools (e.g., mWater).
  • Identify and mitigate operational risks including access, security, and community acceptance. Coordinate and liaise with government offices, NGOs, and stakeholders; maintain project work plans.
  • Oversee programmatic and periodic financial reporting for donor, Field Coordination Office, and head office is properly maintained.
  • Plan and conduct WASH-related capacity building and stakeholder training for local capacity need; manage different field visits with stakeholders.
  • Provide coaching, mentoring, and performance monitoring for supervised staff.
  • Mainstream gender, protection, disability inclusion, environment, peacebuilding, and Christian commitment.

Required Education,training, license,registration, and certification

  • M.Sc /B.Sc Degree in Hydraulic Engineering, Water Resource Engineering, Sanitary Engineering, and other related fields.
  • Technical Training in WASH, Humanitarian Affairs, or Conflict Studies.

Required Professional Experience

  • 7 years (B.Sc.) or 5 years (M.Sc.) with at least 1 year experience in fragile/conflict contexts.
  • Qualification required: M.Sc /B.Sc Degree in Hydraulic Engineering, Water Resource Engineering, Sanitary Engineering, and other related fields.
  • Technical Training in WASH, Humanitarian Affairs, or Conflict Studies.

Preferred Knowledge and Qualifications

  • Excellent written, verbal, and interpersonal communication skills
  • Other team management exposure and computer knowledge (Word, Excel, Outlook).
  • Strong interpersonal, facilitation, conflict resolution, and communication skills; teamwork and adaptability.
  • Experience in WASH projects implementation in Fragile context with special training on construction supervision and contract administration

Travel and/or Work Environment Requirement

  • Willingness to travel frequently to remote/fragile areas;

Language Requirements

  • Fluency in English is required. Knowledge of local languages is an asset
