We are Seeking Director - Finance & Grant

The Finance and Grants Director will be a key member of the senior management team for the Reaching Impact, Saturation, and Epidemic Control (RISE) project in Ethiopia. This U.S. Department of State-funded initiative aims to reduce preventable maternal, newborn, and child mortality and improve nutrition outcomes in the country's most vulnerable areas. The project will be implemented across 40 woredas in nine regions.

The Director will provide comprehensive financial and grants leadership, overseeing all financial operations, sub-grant management, and ensuring compliance with donor regulations and Jhpiego policies. The ideal candidate will have extensive experience managing large, complex, multi-year projects and a strong background in financial and grants management within a consortium model. This position reports directly to the Project Director, with a dotted-line relationship to the Country Director and the Global RISE leadership team in Baltimore. Based in Addis Ababa, the Director will manage a Finance Manager and a Grants Manager. This position is contingent upon funding.

Responsibilities

Financial Management

• Lead all financial planning, budgeting, and reporting for the RISE project, ensuring compliance with U.S. Department of State regulations, Ethiopian law, and Jhpiego's policies.
• Oversee the preparation of accurate and timely financial reports, including monthly, quarterly, and annual financial statements, budget vs. actuals analyses, and projections.
• Manage the project's financial systems, including accounting, payroll, and cash flow management, ensuring proper controls and procedures are in place.
• Provide strategic financial guidance to the Project Director, Country Director and Global leadership team, identifying potential risks and opportunities.
• Supervise the finance team, providing coaching, mentorship, and performance management to ensure a high-performing and well-trained staff.
• Interface directly with the U.S. Department of State and other donors on financial matters.
• Serve as the primary point of contact for all financial audits and internal/external reviews.

Grants and Sub-award Management

• The candidate will oversee the entire sub-award management life cycle, from pre-award assessments to closeout. This includes supervising the development and management of sub-award agreements with multiple local partners operating nationally or regionally, ensuring all agreements are compliant and effective.
• Conduct financial and administrative capacity assessments of potential and current sub-awardees and provide targeted technical assistance and training to strengthen their systems.
• Ensure all sub-awardees comply with U.S. Department of State regulations, including sub-award financial reporting, procurement, and asset management.
• Review and approve sub-awardee financial reports and invoices, ensuring accuracy and proper documentation.
• Manage a risk-based sub-award monitoring plan, including site visits and desk reviews.

Compliance and Capacity Building

• Ensure the RISE project's financial and grants management practices align with the project's high programmatic risk appetite while maintaining zero tolerance for fiduciary risks.
• Develop and implement financial and administrative policies and procedures to ensure adherence to Jhpiego and donor regulations.
• Stay informed of changes in donor regulations, local laws, and Jhpiego policies and provide regular updates and training to project and partner staff.
• Build the capacity of finance and non-finance staff on donor regulations, financial management, and grants management principles through training and day-to-day mentoring.
• Work closely with Jhpiego's headquarters to ensure seamless integration and compliance with global financial systems and policies.

Required Qualifications

• A master’s degree in accounting, finance, business administration, or a related field.
• At least 9 years of progressively responsible and directly relevant experience working in a senior leadership role for a large-scale, international development project.
• Demonstrated experience managing U.S. Department of State or other U.S. government-funded projects.
• Extensive experience in sub-grantee management and capacity building.
• Proven ability to manage and mentor a team.
• Strong knowledge of accounting software, preferably QBE
• Excellent communication skills, both written and oral.
• Proficiency in both English and Amharic is required. Knowledge of any other Ethiopian language is a plus

Salary: Between 26,659 - 53,164 USD per annum
