About the Job
Under the standing direction of the FINISH Mondial Country Coordinator (FM CC), the Finance & Administration Officer is responsible for managing the organization’s financial and administrative functions and strengthening internal control systems.
The role ensures proper financial management, documentation, compliance with applicable accounting standards, and efficient office administration. The officer will also support the organization in addressing audit findings and improving financial and administrative systems.
Key Responsibilities
3.1 Financial Management and Accounting
- Maintain accurate financial records and accounting documentation in line with organizational policies and International Public Sector Accounting Standards (IPSAS).
- Prepare budget versus actual expenditure reports and explain variances.
- Process payments and prepare payment vouchers with complete supporting documents.
- Ensure all payment documents are stamped “PAID” to prevent reuse.
- Manage petty cash, bank transactions, and reconciliations.
- Support preparation of financial reports, budgets, and financial statements.
- Properly file financial documents based on category and type.
- Assist in internal and external audit preparation and follow up audit recommendations.
3.2 Procurement and Inventory Management
- Ensure Goods Received Notes (GRN) are properly prepared for all items received.
- Maintain procurement documentation and ensure compliance with procedures.
- Maintain and update Fixed Asset Register, including tagging and tracking assets.
- Conduct periodic asset and inventory verification.
3.3 Human Resource & Administrative Management
- Maintain employee personal files in compliance with legal requirements.
- Report staff employment and termination to relevant government bodies.
- Manage daily office administration and ensure smooth operations.
- Maintain proper filing systems for financial, administrative, and program records.
- Coordinate office logistics including meetings, workshops, and supplies.
- Ensure proper organization and filing of administrative documents.
3.4 Policy and Compliance Support
- Support development and implementation of internal policies including per diem, travel advance, financial procedures, and asset management guidelines.
- Ensure compliance with organizational policies, donor requirements, and regulations.
3.5 Reporting and Coordination
- Prepare and submit regular financial and administrative reports to the Country Coordinator.
- Monitor internal control compliance and recommend improvements.
- Support implementation of audit recommendations and corrective actions.
- Perform other related duties as required.
Qualification & Requirements
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
- Minimum 2–3 years of relevant experience, preferably in NGOs or development organizations.
Additional Skills Required
- Knowledge of accounting standards, financial reporting, and internal control systems.
- Experience in financial documentation, asset management, and administrative systems.
- Strong organizational and record-keeping skills.
- Proficiency in Microsoft Office (especially Excel) and accounting software.
- High integrity, attention to detail, and confidentiality.
