BACKGROUND:
WFP Ethiopia is working with the Government and humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women; transform areas affected by climate change and keep children in school. The operations continue to evolve in terms of volume, geographical coverage, and complexity, especially with the food insecurity and security situation inside the country. The Logistics Officer will contribute to daily planning and coordination of the supply chain upstream and downstream pipeline and planning to ensure objectives are fully achieved.
JOB PURPOSE:
Under the direct supervision of the Head of Operations, the incumbent will coordinate the pipeline planning, both upstream and downstream, as part of the larger logistics operations unit and provide technical support to team members. She/He will also partner with Programme, Budget and Programming, Partnerships units as well as the key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)
1. Lead the Pipeline section and coordinate its the day-to-day activities.
2. Plan, organize and supervise the work of junior staff to ensure that tasks are accomplished in a manner consistent with organizational requirements.
3. Coordinate the day-to-day planning and Supply Chain pipeline management for the country office, ensuring the food requirement for the different activities are properly analyzed and monitored.
4. Participate in the development and implementation of procedures for the country office logistics operations ensuring that objectives are achieved in compliance with regional and functional strategies, policies, and plans.
5. Plan and lead on implementation of innovative logistics operations, initiatives, and programs to ensure timely, efficient and cost-effective supply of direct or indirect food assistance.
6. Coordinate the food transfers ensuring timely replenishment and mobilization.
7. Coordinate the planning in terms of dispatches from various ports and hubs, based on the analysis of the storage capacity and food availability under different projects and activities.
8. Build relationships and collaborate with counterparts in the key supply chain functions to ensure an integrated supply chain approach to food assistance.
9. Liaise with the customs and transport sections within the operations unit to facilitate timely clearance and movement of WFP cargo from the corridors.
10. Liaise with internal and external stakeholders and consolidate preliminary data analysis, prepare accurate and timely reports to support a WFP-wide view of logistics activities that enables informed decision making. Docusign Envelope
11. Identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, governments, and the private sector to share knowledge and resources and ensure coordinated delivery of food assistance.
12. Represent Logistics in meetings with internal and external stakeholders, ensuring WFP Logistics interests and needs are highlighted and addressed
13. Collect and analyze relevant technical data from diverse sources to forecast operational needs under various scenarios and make evidence-based proposals.
14. Analyse the corridor set-up for Ethiopia country office operations, including food delivery lead times, commercial capacities, etc. and propose strategies and plans to improve the efficiency of Logistics operational set-up.
15. Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimize use of available funds.
16. Prepare accurate and timely accounting, data collection and reporting, enabling informed decision making and consistency of information presented to stakeholders.
17. Manage and coordinate a full range of documentation processing for execution of pipeline and planning activities and take appropriate actions to address issues and recommend process improvements.

QUALIFICATIONS AND EXPERIENCE
Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management, or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience: At least one year of relevant postgraduate professional working experience and demonstrated technical expertise in Supply Chain Planner / S&Op, including planning tools.
Desired experiences for entry into the role:
- Experience working with interagency partners to assess and coordinate emergency and non-emergency response.
- Experience leading teams.
- Good analytical skills, resourcefulness, initiative, tact, and ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.
Language: Fluency (Level C) in oral and written communication in English.
