Job Purpose:
The National Inclusive Insurance Officer will serve as a resident expert embedded within AEI, coordinating closely with MoA-RFSU, NBE, and the local insurance industry. The role aims to strengthen Ethiopia’s capacity to design, regulate, deliver, and scale inclusive agricultural insurance solutions, with a focus on the national insurance pool, technical leadership, institutional coordination, and knowledge transfer.
Key Duties and Responsibilities:
- National Vision Building: Lead the articulation of a national shared vision for sustainable agricultural insurance, facilitate multi-stakeholder workshops, integrate global best practices, and monitor progress.
- National Risk Sharing Mechanism: Provide technical leadership in designing the national agricultural insurance pool, develop institutional and governance frameworks, and define risk-sharing, premium cession, claims, and surplus/deficit management mechanisms.
- Institutional Strengthening: Build AEI’s technical leadership, standardize product design, actuarial assumptions, and delivery models, and strengthen AEI as a hub for knowledge and innovation.
- Product Development and Technical Assistance: Guide co-creation of national agricultural insurance products, support actuarial analysis and pricing, and embed insurance into value chain financing models.
- Capacity Building & Curriculum Development: Roll out the National Agricultural Insurance Training Curriculum, mentor insurance staff and regulators, and integrate training into local institutions.
- Actuarial Capacity Development: Facilitate actuarial training initiatives, manage scholarship programs, mentor fellows, and coordinate with academic, regulatory, and industry stakeholders.
- Policy & Regulatory Engagement: Facilitate dialogue with AEI, NBE, and MoA on regulatory gaps, provide evidence-based inputs, and support reforms.
- Monitoring, Evaluation, & Scaling: Develop M&E frameworks, track adoption and impact, and translate lessons into scalable solutions.
Expected Deliverables:
- Institutional and operational framework for the national agricultural insurance pool.
- Functional AEI-based Insurance Technical Desk.
- National agricultural insurance product developed and piloted.
- Standardized actuarial and pricing models.
- 20+ professionals trained with ToT mechanisms.
- Policy and regulatory briefs based on pilot evidence.
- The national curriculum is institutionalized in training institutions.
- Actuarial capacity development roadmap implemented.
- Management of the actuarial scholarship fund and tracking of beneficiaries.
Job Requirements:
- Education: Advanced degree in Insurance, Risk Management, Finance, Agricultural Economics, or related fields.
- Experience: At least 10 years in agricultural insurance, risk modeling, insurance pools, reinsurance, or related areas. Demonstrated experience in design/operationalization of insurance schemes, product development, actuarial/underwriting work, and institutional capacity building. Experience working with regulators, associations, and government institutions in Ethiopia or similar contexts.
- Skills: Strong facilitation, training, and stakeholder coordination skills. Strategic system thinking, technical leadership, innovation, and evidence-based decision-making.
- Languages: Full proficiency in English and Amharic required.
Reporting & Supervision: Hosted by AEI, with direct reporting to AEI leadership and technical oversight from UNDP Ethiopia via the IRFF Initiative. Close collaboration with MoA-RFSU and NBE.
