JobSummary
Under the direct supervision of the Operation Manager of the Somali Regional Office, the Procurement Officer is responsible for:
- Executing and facilitating procurement of goods, services, and works
- Consolidating procurement plans and executing procurement activities
- Ensuring transparency, fair competition, and best value for money
Responsibilities
- Support the Operation Manager/Team Lead for effective service delivery
- Review specifications for compliance before procurement
- Prepare consolidated procurement requests and detailed plans
- Manage the procurement team, setting targets and monitoring performance
- Provide support in preparing bidding documents and evaluation reports
- Regularly update procurement status on the ERP
- Assist in identifying new work areas and sourcing new suppliers
- Follow up on the implementation of procurement contracts
- Prepare and facilitate training on procurement
- Examine and re-evaluate contract agreements for deviations
Qualifications
- Bachelor’s or master’s degree in Logistics and Supply Chain Management, Procurement and Supply Management, or related fields
- At least 4 years of relevant experience for a bachelor’s degree or 2 years for a master’s degree
- Knowledge of Government, World Bank, USAID, UN Agencies procurement procedures
- Experience in donor financed projects is a plus
- Good knowledge of ERP is a plus
- Ability to establish effective working relationships
- Competent in utilizing essential computer applications
- National, Regional, and English language skills
