About Natanim Charitable Organization and FENAID:
Fikir Ethiopia National Association of Intellectual Disabilities (FENAID) and Natanim Charitable Organization (NCO) are Ethiopian non-governmental/civil society organizations implementing development activities with financial support from Norwegian NGOs and funding from the Norwegian Agency for Development Cooperation (Norad).
FENAID: Established in October 1995 and registered under Ethiopian Civil Society Organizations Proclamation No. 1113/2011 (Registry Number 0258), FENAID focuses on creating awareness of intellectual disabilities, providing training to children and parents, delivering vocational training, and offering physiotherapy and consulting services.
Natanim Charitable Organization (NCO): Established on April 5, 2023, and registered under Ethiopian Civil Society Organizations Proclamation No. 1113/2019 (Registry Number 6792), NCO focuses on charitable and humanitarian interventions in mental health and psychosocial support.
This joint call is issued for both organizations, but will involve two separate consulting contracts. The assignment covers the 2026 period and will be assessed annually for renewal by each organization until 2029 at the latest.
In line with their commitment to proactive risk management, transparency, and results-based management, both organizations seek to engage an independent audit team to conduct a comprehensive Program Audit.
Objectives of the Program Audit:
- Identify weaknesses in controls and efficiencies in project management and implementation.
- Recommend improvements to strengthen cost-efficiency and lessen the risks of financial misuse.
Scope of Work:
The audit will include the following areas of focus:
- Cost Effectiveness: Assess how effective expenditures are in reaching project results.
- Work Plan Compliance: Assess compliance with donor-approved work plans and budgets.
- Credibility of Indicators: Verify and assess the reliability of reported indicators.
- Documentation of Activity and Results: Assess the quality and adequacy of program reports, activity records, attendance sheets, and monitoring tools.
- Proposers are encouraged to include additional relevant areas of assessment.
Timeline for Program Audit:
- The timeline for conducting the program audit will be before December and is subject to further discussions between the winning firm and each organisation.
- Additional information about the organisations and program plans will be made available upon signing of contract.
Eligibility Requirements:
- International Standards: Be an international audit firm based in Ethiopia or a local firm formally partnered with an international audit firm.
- Registration: Hold valid registration with the Accounting and Auditing Board of Ethiopia (AABE).
- Experience: Minimum of five (5) years’ experience auditing NGOs or similar civil society organizations.
Required Documentation:
- Valid and renewed trade license.
- TIN certificate.
- VAT registration certificate.
References:
- Recommendation letters from similar organizations previously audited.
Proposal Validity:
- Proposals must remain valid for 30 days after the submission deadline.
Submission Requirements:
1. Technical Proposal
- Detailed audit methodology and approach for the Program Audit.
- Team composition, qualifications, and relevant experience.
- Proposed program audit timeline and work plan.
2. Financial Proposal
- Detailed cost breakdown quoted in Ethiopian Birr (ETB).

- All proposals must be sealed, stamped, and clearly labeled with Reference No: NCO/0188/26.
