Job Overview/Summary
Location: Mieso and Goro Gutu under Harar Field Office
The MEAL Officer administratively reports to the Program Manager and is technically supervised by the Area MEAL Manager. This role is crucial for ensuring high-quality programming for the clients we serve and supporting the endeavors to meet donor expectations within the IRC global ambitions of Strategy 100 and the Country Strategic Action Plan.
Major Responsibilities
Leadership and Partnership
- Collaborate with AMM to provide all technical aspects of MEAL for the program.
- Implement and support MEAL systems and approaches for the program.
- Represent MEAL at local/Zonal level technical meetings and build partnerships.
- Champion access to quality program data for decision-making.
- Support program teams in meeting MEAL standards for client selection and monitoring.
Technical Oversight
- Lead the rollout of Project’s MEAL plans and tools in collaboration with the Program team.
- Implement planned MEAL activities including routine monitoring.
- Ensure compliance with IRC and donor standards for data collection.
- Maintain and troubleshoot digital data collection platforms.
- Regularly update program data trackers in collaboration with program teams.
- Support deployment of surveys in coordination with colleagues and partners.
Data Quality & Learning
- Conduct regular data quality checks and audits.
- Analyze monitoring data to facilitate real-time decision-making.
- Produce concise analytical reports and dashboards for assigned projects.
- Document and share learning from previous projects to inform improvements.
Accountability & Client Feedback
- Implement and monitor Client Feedback and Response Mechanisms (CFRM).
- Ensure client feedback is recorded, analyzed, and acted upon.
- Contribute to IRC’s accountability commitments through feedback mechanisms.
- Support building a culture of accountability among program staff.
Technical Support & Capacity Building
- Provide on-the-job technical support to program teams and enumerators.
- Deliver training on MEAL standards and digital tools.
- Promote the use of mobile data technology for data collection.
- Work closely with the Area MEAL Manager to strengthen technical capacity.
Coordination & Representation
- Participate in field-level coordination meetings representing MEAL priorities.
- Collaborate with program teams to integrate MEAL insights.
- Support joint monitoring missions and evaluations with partners.
Safeguarding Responsibilities
- Promote team engagement, inclusion, and cohesion in IRC.
- Foster ongoing learning and reflection to strengthen safeguarding.
Qualification
- BSc/BA in Monitoring and Evaluation, project management, or related field.
- Bachelor's degree in Economics, Statistics, M&E, Demography, etc. is required.
- Minimum of 2 years of experience in digitalized MEAL systems.
- Basic understanding of MEAL processes and data analysis.
- Demonstrated analytical and problem-solving skills.
- Proficiency in mobile data collection tools like Kobo, CommCare, ODK Collect.
- Good computer skills in MS Office, especially Excel and Word.
- Self-motivated with strong organization and planning skills.
- Flexibility to work under pressure in evolving environments.
- Experience in analyzing and presenting data for decision-making.
- Strong understanding of accountability and client feedback systems.
- Willingness to travel to various project sites (60%).
Language Skills
- Excellent written and verbal communication in English and Amharic.
- Ability to speak local language is advantageous.
