UNOPS Horn of Africa Multi-Country Office is recruiting for the position of Procurement Officer based in Addis Ababa, Ethiopia.

Established in 2009, the Ethiopia Multi-Country Office, now referred to as the Horn of Africa Multi-Country Office (HAMCO), manages a growing portfolio of engagements across four countries: Ethiopia, Djibouti, Sudan, and South Sudan. HAMCO focuses on:

Under the guidance of the Procurement Specialist, the Procurement Officer is responsible for:

  • Effective delivery of procurement services reflecting best practices in international public procurement.
  • Compliance with UNOPS procurement rules and regulations.
  • Appropriate risk management and obtaining the best value for money.

The incumbent will ensure requests from various clients and partners are serviced in a quality and timely manner.

Functional Responsibilities

  1. Implementation of operational procurement strategies
  2. Management of procurement processes
  3. Implementation of sourcing strategy and e-procurement tools
  4. Facilitation of knowledge building and knowledge sharing
  5. Team Management

Key Responsibilities

1. Implements key aspects of operational procurement strategies:

  • Ensure full compliance of assigned procurement activities with UNOPS rules and regulations.
  • Support the different steps of the procurement processes, including strategy, planning, sourcing, and contract management.

2. Provides technical support and guidance to procurement processes:

  • Prepare timely procurement plans and monitor their implementation.
  • Follow guidelines on embedding sustainability in the procurement process.
  • Organize RFQ, ITB, or RFP processes in compliance with UNOPS rules.
  • Prepare submissions to the Contract and Property Committees (CPCs).
  • Monitor contractor performance and certify completed work.
  • Provide advice and solutions to Project Managers on procurement issues.
  • Draft Long Term Agreements (LTAs) and service contracts as necessary.

3. Implementation of sourcing strategy and e-procurement tools:

  • Develop and manage rosters of suppliers.
  • Utilize sourcing modules in accordance with UNOPS goals.

4. Team Management:

  • Facilitate high-quality results and services through effective work planning and performance management.
  • Ensure compliance by team members with existing policies and best practices.

5. Knowledge Building and Knowledge Sharing:

  • Organize and deliver training on procurement-related topics.
  • Contribute to procurement knowledge networks and communities of practice.
  • Collect feedback and ideas about processes and best practices.

The key results directly affect the overall efficiency of the relevant business unit and project activities in procurement management, impacting the timely availability of effective goods and services for UNOPS’ programmes.

Education/Experience/Language Requirements

Education

  • A first-level university (Bachelor's) degree with two years of experience in Procurement or related fields is required.
  • An advanced university (Master's) degree in related fields is an asset.
  • CIPS or similar international certification is a distinct advantage.

Experience

  • At least two years of relevant experience in procurement with a BA degree is required.
  • Experience working with stakeholders in developing countries is desirable.
  • Knowledge of UN/UNDP/UNOPS Procurement Rules is an advantage.
  • Knowledge of Google Suite applications is desirable.

Language

  • Fluency in written, reading, and oral English is required.
