About the Project
The European Union supports Ethiopia through the EUSPRE Public Financial Management (PFM) Project, which aims to improve transparency and efficiency in public financial management. The Technical Facility Unit (TFU) provides oversight and capacity‑building support to the government’s reform programme.
Position Overview
DAI is seeking a Senior IT Audit Expert to support the Office of the Federal Auditor General (OFAG). The role focuses on updating the IT Audit Manual and Working Papers, and delivering dissemination workshops and classroom training sessions.
Key Responsibilities
Planning and Assessment
- Consult and collaborate with TFU (KE3) and the OFAG working group to assess needs and scope.
- Prepare an Inception Report that includes a clear workplan and Gantt chart.
Manual Update
- Update the OFAG IT Audit Manual (current: Version 2018) and associated Working Papers.
- Align content and revisions with the approved gap analysis.
- Adapt and customise the manual and working papers to the Ethiopian context.
Workshops and Training
- Develop materials and deliver a one‑day dissemination workshop for senior management to support adoption and rollout of the updated manual (Version 2026).
- Design two classroom training modules and all supporting materials.
- Deliver classroom training sessions (two one‑week sessions) covering:
- Overview of the updated IT Audit Manual and Working Papers
- Audit processes: planning, execution, reporting, follow‑up, communication, quality control
- Practical case studies on:
- IT governance and segregation of duties
- Network and systems (hardware & software)
- Active Directory and user management
- IT security and cybersecurity
- Data centres and their environment
- ERP systems and databases
- Backup solutions and disaster recovery
- Emerging technologies (AI, Cloud, IoT, Big Data)
- IT projects and systems under development
Reporting
- Prepare and submit a comprehensive final report summarising all activities, outputs, outcomes and recommendations.
Deliverables
- Inception Report with detailed work plan and Gantt chart
- Updated IT Audit Manual (Version 2026) and Working Papers
- Dissemination workshop materials and delivery of one‑day workshop
- Two training modules and full training documentation
- Delivery of two classroom training sessions
- Final end‑of‑assignment report
Requirements
Education
- Advanced degree in IT, Accounting, or Audit
- Professional accounting qualification (IFAC member/associate) is advantageous
- Professional certifications such as CISA, CISSP, MCSE, CDCMP are an advantage
Experience
- Strong background in IT audit and audit standards
- Proven experience developing audit manuals, tools, templates, and working papers
- Demonstrated experience in training and capacity building for IT audit
- Familiarity with public financial management reforms is preferred (Ethiopia/Africa experience is an asset)
Skills
- Excellent written and oral communication and report‑writing skills (English)
- Proficiency with Microsoft Office (Word, Excel, PowerPoint)
- Ability to work independently and meet deadlines, and to collaborate effectively with teams
- Strong coordination, interpersonal, and organizational skills
