FHI 360 serves more than 70 countries, all 50 U.S. states, and all U.S. territories. The Crisis Response team has been responding to the humanitarian emergency in Tigray, Amhara, Afar, and Somali Regions through an integrated Health, Nutrition, WASH, and Protection project to meet the critical needs of the conflict-affected population. FHI 360 aims to expand its reach to the Oromia Region in Negele East Borena, Ethiopia, to provide humanitarian response to the affected population and will be implementing the program with the Ethiopia-based national organization, Pastoralist Concern (PC).
Position Overview
Under the supervision of the WASH team leader, the WASH officer will be responsible for:
- Supporting all start-up of public health promotion components of the WASH activities in FHI 360 implementation areas in Negele Borena, Oromia Region.
- Ensuring that public health promotion components adhere to appropriate international standards and Ministry of Health guidelines.
- Leading WASH staff for Negele Borena and serving as the focal point for public health promotion and health facility WASH interventions.
Key Responsibilities and Deliverables
- Support the WASH team leader and coordinator in establishing smooth work relationships with government offices and implementing arms.
- Ensure a timely startup of planned WASH undertakings in Negele Borena, Oromia region.
- Conduct periodic needs assessments to keep up-to-date information that will inform FHI 360’s humanitarian efforts.
- Represent FHI 360 at various levels of WASH platforms, including the WASH Cluster and its technical working groups.
- Support and guide field assistants in daily follow-ups of WASH-related interventions.
- Supervise and produce progress reports on the implementation of planned basic hygiene promotion, WASH NFI, rehabilitations, and infrastructural improvements inside health facilities.
- Track spending against all planned WASH activities and ensure compliance with FHI 360 and donor requirements.
- Assist in the oversight of all WASH-related disease outbreak response planning and implementation.
- Draft internal and external reports in English at required intervals.
- Support in processing relevant written external communications as required.
- Work closely with other FHI 360 units, including health and nutrition, logistics and finance, HR, and administration to ensure integration, effectiveness, efficiency, and compliance.
- Support and build the capacity of implementing partners in data collection, maintaining water quality surveillance plans, and ensuring WASH services align with minimum national and SPHERE standards.
- Conduct periodic supportive supervisions to IDP sites and host communities to provide necessary technical support and inform decisions.
Qualifications
- Bachelor's Degree or its International Equivalent in Environmental Health, Public Health, or a related field.
- 2+ years of relevant experience in humanitarian response projects, preferably with INGOs.
- Hands-on experience designing, implementing, and managing WASH programs focused on public health promotion in humanitarian settings.
- Experience conducting rapid needs assessments and baseline assessments.
- Sound understanding of the socio-economic and political situation in Oromia.
- Experience representing employers at relevant platforms and liaising with key stakeholders.
- Willingness to travel frequently and for extended periods to FHI 360 operational locations.
- Good understanding of the UN Cluster System and international and national minimum standards of services in humanitarian settings.
- Fluency in local language and excellent proficiency in English.
- Knowledge and practical experience with different public health promotion approaches and national strategies for the sector is highly desirable.
