Job Description

Background

The Disarmament, Demobilization, and Reintegration (DDR) program for Ethiopia was initiated as a crucial step towards implementing the peace agreement signed between the Government of Ethiopia and the Tigray People's Liberation Front (TPLF) on 2nd November 2022 in South Africa. This agreement ended the long-standing conflict that had arisen between the TPLF and the central government in Ethiopia, resulting in widespread violence and displacement.

The objective of the DDR program is to facilitate the disarmament of former combatants from Tigray, Amhara, and Afar, their demobilization, and eventual reintegration into civilian life. The program is geared towards restoring peace, promoting reconciliation, and creating a conducive environment for sustainable development. Eventual areas of coverage will go beyond Northern Ethiopia and cover other regions of Ethiopia.

The Government of Ethiopia has mandated and created the National Rehabilitation Commission (NRC), which is responsible for the design, planning, implementation, and monitoring of the DDR program in the country. The overall DDR beneficiaries identified are 371,971. The Government has planned implementation of the program. In Phase 1, a total of 75,000 combatants will be demobilized in 2024, and the balance will be demobilized in 2025.

UNDP is supporting the NRC in close coordination with various national and international partners, including the United Nations, non-governmental organizations, and other actors. It is expected that the DDR program will provide an opportunity for the combatants in North Ethiopia to turn their focus towards peaceful and productive activities, thereby contributing to the overall stability and development of the North Ethiopia region.

The DDR program has close linkages with the National Dialogue, Transitional Justice, and Peace Support program. The DDR program is anchored in the Governance Unit.

Duties and Responsibilities

Provision of reliable and secure driving services focusing on the following key activities:

  • Apply defensive driving principles at all times and conditions.
  • Check availability of fuel, water, and oils every day before starting travel.
  • Ensure that the assigned vehicle is kept clean and ready to provide transport services.
  • Provide satisfactory and punctual transport services to staff.

Proper use of vehicle including daily maintenance and documentation focusing on the following key activities:

  • Take care of day-to-day maintenance services of the vehicle, check oil, water, battery, brakes, tires, etc.
  • Perform minor repairs and arrange for other required repair services.
  • Properly fill log sheets and ensure they are signed by users on a daily basis.
  • Timely inform the administration assistant when maintenance service is required.
  • Ensure that all staff on board are UNSMS and/or allowed to be onboard by supervisor(s) for official purposes.

Perform other duties as assigned by the office focusing on the following key activities:

  • Assist program and operations staff while receiving guests, arranging workshops, meetings, and conducting procurements.
  • Support program and operations team in delivering and receiving messages to and from partners.
  • Support the procurement team in making minor purchases and collect urgent purchases from local suppliers as requested.

While on board and en route, ensure UNSMS, UN properties, and Assets Safety and Security focusing on the following key activities:

  • Apply defensive driving principles at all times and conditions.
  • Ensure that the steps, rules, and regulations are taken in case of reporting an accident.
  • Timely report accidents to direct supervisor, field level UNDSS, and local police/traffic.
  • Collect and share facts with medical personnel and police officers when necessary.
  • Ensure availability of all required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, and necessary spare parts.
  • Deal effectively and tactfully with officials and visitors that use his/her vehicle.

Institutional Arrangement

Under the overall guidance of the DDR Director and direct supervision of the DDR Programme Specialist and matrix reporting line to the Administrative Analyst, the Driver contributes towards the effective delivery of the overall project activities. The incumbent works in close collaboration with program and operations staff in the program unit and the country office.

Required Skills and Experience

Education:

  • Secondary Education with a valid driver’s license.
  • Diploma in Auto Mechanics and related fields of study is an asset.

Experience:

  • Minimum 2 years’ work experience (with high school diploma) in international development organizations is required.
  • Valid 3rd grade driving license is required.
  • Knowledge of driving rules and regulations and skills in driving and repairing different 4WD light vehicles are highly desired.
  • Training/certificate on defensive driving is an asset.
  • Computer literacy is highly desired.
  • At least two years of driving experience with UN and Humanitarian/Development NGOs as a driver is an asset.
  • Diploma/certificate in auto mechanics is an asset.

Language:

  • Fluency in spoken and written English and the national language is a requirement.

  • Personal CV or P11, indicating all past positions held and their main underlying functions, their durations (month/year), qualifications, and contact details (email and telephone number) of the candidate, along with at least three (3) recent professional references from previous supervisors.
  • A cover letter (maximum length: 1 page) indicating why the candidate considers him-/herself suitable for the position.
