Job Summary

The HR Lead is responsible for overseeing and managing the full spectrum of HR functions across the organization’s construction and project operations. The role ensures that HR practices support workforce productivity, compliance, and project delivery needs. The HR Lead reports directly to the Chief Corporate Services Officer (CCSO) , Functionally to Deputy CEO and collaborates closely with project managers, site administrators, and corporate leadership to ensure effective HR support both at head office and project sites.

Key Responsibilities

Talent Acquisition & Onboarding

  • Lead recruitment for head office and project-based roles, including engineers, site supervisors, foremen, and labor.
  • Develop workforce planning strategies aligned with project timelines and manpower requirements.
  • Oversee end-to-end hiring, including job posting, shortlisting, interviews, and final selection.
  • Ensure smooth onboarding and mobilization of staff to project sites, including documentation and induction.

Payroll, Attendance & HR Operations

  • Manage payroll processing through ERP systems such as Odoo, ensuring accurate salary calculations, deductions, allowances, overtime, and compliance.
  • Oversee attendance management, timesheet collection, overtime verification, and biometric systems across multiple project locations.
  • Ensure HR data accuracy and maintain up-to-date employee records on the ERP system.
  • Coordinate with finance for payroll disbursements, statutory deductions, and reporting.

Performance Management

  • Implement performance evaluation processes tailored to both office and site-based employees.
  • Guide project managers and supervisors on KPI setting and continuous feedback.
  • Identify high performers and training needs across technical and non-technical roles.

Employee Relations & Engagement

  • Act as the primary HR contact for project and office employees.
  • Handle conflict resolution, disciplinary actions, and grievance procedures in a fair and consistent manner.
  • Promote a positive work environment and lead initiatives that enhance workforce morale and retention.
  • Conduct site visits to ensure employee welfare and compliance with HR policies.

Compliance & Labor Law Management

  • Ensure compliance with national labor laws, safety regulations, and government requirements specific to the construction industry.
  • Maintain employee contracts, renewals, terminations, and site labor documentation.
  • Support audits and ensure proper documentation for regulatory bodies.

Learning & Development

  • Identify skill gaps, especially for project execution roles, and arrange relevant technical and soft-skill training.
  • Support leadership development for project managers and site supervisors.

HR Strategy & Reporting

  • Work closely with the Chief Corporate Services Officer to align HR initiatives with corporate and project goals.
  • Provide HR metrics and monthly reports including turnover, headcount, absenteeism, overtime costs, and payroll insights.
  • Lead or support change management initiatives across the organization.

Qualifications

Education & Experience

  • Bachelor’s degree in Human Resources, Management, Business Administration, or related field (Master’s preferred).
  • 5–8+ years of HR experience, with at least 3 years in the construction or project-based industry.
  • Strong experience with ERP HR/payroll systems (preferably Odoo).
  • Knowledge of construction labor practices, site HR operations, and workforce management.
