Scope of the Position
Under the direct supervision of the Finance Coordinator, the Finance Manager will be responsible for:
- Financial management of rapid response mechanism grants/contracts
- Partner budget management and monitoring
- Support during donor report preparation
Major Responsibilities
1. Compliance
- Ensure donor, IRC, and government policies are effectively applied on ET-RRM grants.
- Monitor government reports with field finance manager.
- Oversee document verification and fund transfer from donor to partners.
- Collaborate with partners for accurate financial reports and cash requests.
2. Budget Management
- Ensure effective ETRRM budget management through monthly BVA and compliance reviews.
- Participate in project management meetings for informed decision-making.
- Review donor and partner budget proposals within 2 days of receipt.
3. Staff Training and Capacity Building
- Conduct performance reviews and facilitate discussions on career options.
- Provide finance induction for ET-RRM team.
- Enhance staff capacity through on-the-job training.
4. Risk Management and Audit
- Ensure timely payment of statutory taxes.
- Work closely with project auditors and manage concerns efficiently.
- Monitor project audit requirements as per contractual terms.
Program Support
Provide finance and accounting training to ET-RRM partners, ensuring:
- Support for strengthening financial management systems.
- Timely responses to field office and partner requests.
- Training for finance and non-finance staff as needed.
Minimum Qualifications
Education Background
- Bachelor’s degree in Accounting, Business Administration, Commerce, or Finance.
- Master’s degree is a plus.
Work Experience
- Minimum 4 years of relevant experience for BA holders.
- 3 years for Master holders.
- Experience in managing rapid/emergency response projects.
Skills and Abilities
- Good written and verbal skills in English.
- Ability to work under pressure and take initiative.
- Strong analytical and decision-making skills.
Language Skills
Strong written/spoken English is a requirement; Ethiopian National working languages are a plus.
