Job description
Under the supervision of the general coordinator, you provide the leadership and management required to ensure that the programmatic and operational objectives of the Ethiopia mission are achieved through the establishment and maintenance of effective financial infrastructure and systems.
More specifically, your main responsibilities are the following:
Financial Planning and Budget Management
- Lead strategic financial planning
- Monitor budget consumption against donor requirements
- Provide accurate budget forecasts
- Manage financial data and update tools for cost analysis
- Support the general coordinator in funding strategy and risk management
- Prepare and revise operating and grant budgets, maintain grant pipelines, and address discrepancies
Treasury and Accounting
- Oversee soft accounting for all sites
- Ensure timely cash provision and secure management
- Monitor cash flow needs, and coordinate monthly account closures with HQ
- Ensure payments and bank transactions comply with internal policies and procedures
Audit, Compliance, and Reporting
- Prepare financial proposals and reports for donors
- Manage partnership compliance and documentation
- Support internal and external audits
- Ensure timely tax payments, and develop mission-specific financial procedures in line with Ethiopian law
Team Management
- Lead the finance department
- Manage recruitment, training, and performance evaluations
- Provide guidance to the finance team and other departments to ensure sound financial management
Technical support and capacity building
- Conduct field visits to supervise financial processes and report recommendations
- Serve as technical advisor on finance and administration at mission level
- Train managers on HR and financial procedures; provide expertise on donor compliance
- Build capacity of MdM local partners in Ethiopia on financial responsibilities
Coordination and representation
- Contribute to internal (e.g., monthly sitreps) and external (donor) reporting
- Represent MdM before donors when delegated by the general coordinator
- Liaise with heads of finance departments in other INGOs locally
- Oversee MdM local partner activities, ensuring compliance with donor regulations
Requirements
- Bachelor’s degree in business administration or related courses
- Significant professional experience (minimum two years) in an equivalent position, preferably in an international NGO with multi-donor budgets
- Previous experience as field administrative will be preferred (minimum two years ideally)
- Analyse significant discrepancies between forecasts and actual records, interpret them, contextualise them, identifying the causes and risks, warn
- Analyse and communicate accounting and budgetary information
- Capacity to optimise a financial package
- Ability to read, construct and analyse a budget and carry out budget monitoring
- Capacity building skills: capacity to create and lead a financial training session
- Knowledge in supply chain management is a plus
- Proven skills in team management in a multicultural working environment
- Excellent multi-tasking and organization skills
- Very strong proficiency in Excel
- Knowledge in SAGA would be an asset
- Languages: fluent English is mandatory (oral and written). Knowledge of the country would be an asset
