Purpose of Job

The Food Systems Resilience Program for Eastern and Southern Africa Project (FSRP) is funded by the World Bank with the objective to increase the resilience of food systems and prepare for food security in targeted parts of Eastern and Southern Africa.

Main Functions

Under the overall guidance and supervision of the FSRP Project Coordinator, the FSRP Procurement Officer is responsible for:

  • Reviewing overall procurement processes
  • Tracking procurements of goods and services through the procurement cycle
  • Ensuring adequate competition for procurements
  • Providing regular procurement mentoring to project staff

Specific Responsibilities

The Procurement Officer will:

  • Maintain comprehensive procurement files, including solicitations, proposals, evaluations, and contracts
  • Develop and regularly update a procurement plan based on the annual implementation plan
  • Supervise and verify the procurement of materials according to project needs
  • Ensure presentation of sufficient selection that meets quality assurance and transparency
  • Process procurements according to respective rules and regulations
  • Compile and review budgets and solicit quotations to recommend vendors
  • Verify deliveries are complete and timely
  • Solicit bids and quotes from potential vendors
  • Ensure prompt updates of the procurement files into the procurement database
  • Participate in annual project reviews and assist in preparing relevant reports
  • Organize international meetings and advocate for strategic partnerships
  • Perform any other duties as assigned by the supervisor

Academic Requirements and Relevant Experience

Candidates should have:

  • A Bachelor’s degree in procurement or related fields with at least 5 years of relevant experience
  • Or a Master’s degree in procurement or related fields with at least 2 years of relevant experience
  • Experience in large and complex development projects

Required Skills

The ideal candidate will possess:

  • Excellent interpersonal skills
  • Sound planning and organizational skills
  • Proficiency in one of the AU working languages; fluency in another AU language is an added advantage
