Role purpose:
Reporting to EHOD-Regulatory & Public Policy, the position holder’s role shall be responsible for management of regulatory matters to enable the company to achieve its rollout and commercial strategy and pro-actively mitigate risks for the commercial and operations of the company, contributing to Digital Ethiopia objectives of the country. This role will work closely with functions, including Consumer Business Unit, technology, Sales and Distribution, Enterprise Business Unit, Finance, and Legal.
Key accountabilities and decision ownership:
- To manage (working with other functions) regulatory matters required for sound implementation of our commercial strategy, network rollout and operations of the company, including:
- Fast track regulatory and permit approvals.
- Required regulatory framework in place to enable commercial success, successful network rollout and operations.
- Secure required outcomes in allocation of resources (E.g.,Spectrum, numbers)
- Establish, manage and maintain positive relationships between Company, the Regulator, Government, other telecommunication industry players on regulatory and policy issues, contributing to Digital Ethiopia objectives and ensuring that the company’s strategy objectives are achieved, and risks mitigated.
- Develop and implement internal company processes (working with relevant functions) that will ensure full compliance with Unified Telecommunications Services license and applicable regulatory obligations.
- Manage all day-to-day interference complaints from external and internal parties related to companywide regulatory matters (working with relevant functions).
- Keep up to date and ensure new regulatory and public policy global developments that affect Safaricom are incorporated into our strategy, programmes, and activities.
- Participate and represent Safaricom in industry regulatory and policy forums and any other relevant forums as assigned
- Proactively research and define regulatory advocacy priorities in keeping with global industry trends
- Keep abreast with and guide on changes in legislation and policy impacting business operations
- Support in incorporation and implementation of the requisite changes to internal policies and standard operating procedures

Qualifications
Must have technical / professional qualifications:
- Bachelor’s degree in law, public policy or other relevant studies
- More than 5 years’ relevant working experience at a senior level in a regulatory/policy function.
